Training Management System Flight safety is the ageless theme of civil aviation, and also the collective goal of Airbus and civil aviation industry of China. The training quality of flight crew and mechanics is fundamental to flight safety. Since the every beginning, Huaou Aviation Training Center has set up its primary objective of training and operation support as ensuring the flight safety, and established the training management system in strictly compliance with Airbus training centre standards, which includes the uniform selection, training and certification of instructors, uniform training outlines and course simultaneously updated with Toulouse Training Center, and uniform training programme and schedule. The simulators and other training facilities of HuaouCenter, including system enhancement and upgrades, also comply with the uniform standard of Airbus. Besides, HuaouCenter utilizes the same software system with that of ToulouseCenter for the training management, i.e. MAGIC for instructor qualification management, COCOS for training requirement information management and GIPSI for training schedule management. The implementation of these standards and usage of these software have constituted a firm basis of training quality assurance. Furthermore, to have a satisfactory training outcome, each trainee will be asked, at the end of the training, to fill out the Training Satisfaction Investigation (TSI) form. The Training Quality Assurance Department of the Center will analyses the result of TSI and the management of the Center will determine necessary actions to be taken to ensure the consecutive improvement of training quality. The differences within experience and style of each instructor, along with subjectivities during the training process may result in difference in the information delivered to each trainee. The Center has a Training Standardization Department with specifically trained standardization instructors, who will hold training standardization meeting on routine basis with the whole instructor team to address the issues and rectify the deviations encountered in the delivery process, so that the training is standardized and uniform information can be delivered. The operators of Airbus jetliners spread all over the world and every often the operators will choice different types of engine and equipment to meet their specific needs. The two simulators of the Center have always been updated to cover the latest equipments, system functions and engine types so that customized training can be provided on the basis of the operator¡¯s equipment option and engine type. Besides, these simulators is also equipped with particular visual databases for the airports specified by certain customer to address their specific training requirements. Diversified Training Course As an integral part of Airbus global training system, Huaou Training Center has achieved the uniform standard of Airbus, and has been certified by DGAC in accordance with standards set forth in JAR-FCL1.055, qualified as a member of pilot Type Rating Training Organization(TRTO), and authorized to provide transition, recurrent and certification training for European pilots. So far Huaou is the only training organization with this qualification. Besides Huaou has been certified by Russia Aviation Authority to offer flight crew and cabin crew training for Siberia Airlines. Besides the regular simulator certification, twice a year by CAAC and once a year by DGAC, the two simulators of HuaouCenter has been certified, by aviation authorities of Hong Kong, Singapore, Canada, Philippine etc., as Level D simulators. The mechanic training course of HuaouCenter has also been certified by Airworthiness Department of CAAC North Region Administration in accordance with CCAR-65AA-R1 and AP-65AA-06, and issued the Mechanic Type Rating Training Organization Certification, which authorizes HuaouCenter to provide Class I and II mechanic training and engine test run training. Integral Operation Support HuaouCenter plays an active role in Airbus initiative efforts of integral operation support, which is to address the operational difficulties of air carriers and to ensure the flight safety. These efforts also include the coordination and cooperation with CAAC and its subsidiaries. HuaouCenter is involved in the operation support by sending its various types of instructors to the airlines. These instructors may set up seminars, discuss with operational personnel on specific subject according to the airlines¡¯ requirement, and address the operational difficulties encountered by the airlines. In case that technical or administrative issue is observed, these instructors may also make applicable recommendation to the management of the airlines. The cooperation with CAAC and its subsidiaries includes the following efforts: bi-monthly regular meeting with Flight Standards Department of CAAC, Aviation Safety Office of CAAC and Aviation Safety and Technology Center of CAAC, yearly Safety Summit with Administrators of CAAC, yearly Flight Safety Seminar hosted by Airbus, training project for JAR qualified inspectors, including type rating inspector/examiner (TRI/TRE), for CAAC and regional Administration, and Inspector Training Project funded by European Union for CAAC etc. The project currently undergoing is to transfer the MCC/ELT training course to Civil Aviation Flight Institute and to train 4 instructors for the courses. Through years of efforts, HuaouAviationTrainingCenter has established long term cooperative relationship with Chinese airlines as well as with CAAC and it subsidiaries, and has made remarkable contribution to the development of civil aviation of China. For the coming future, Huaou will continue to fulfil its commitment of foremost safety and customer satisfaction, to offer high quality training services, and to join hands with the air carriers for brighter tomorrow of civil aviation of China. |
