From January 18^th to 19^th, CAS held 2012 Annual Working Conference in Beijing. CAS leaders and over 70 representatives from CAS units, departments and branches attended the conference. State-owned Assets Supervision and Administration Commission of the State Council 20^th office Chairman Yang Jian and Director Li Yuping, Supervision and Administration Commission of the State Council Enterprises Leaders Management 2^nd Bureau Managing Director Wang Wubin and Inspector Zhang Mingming were invited to the conference.

President and CEO of CAS Li Hai delivered work report named “Implementing strategic planning in a comprehensive way Concentrating on being strong and excellent Raising CAS sustainable development capabilities constantly” in the conference. The report detailedly summed up CAS new achievements in 2011, scientifically and objectively analyzed challenges and opportunities in CAS future development, further clarified development train of thought and keystone direction, and comprehensively arranged 2012 key work. President and CEO Li Hai pointed out in his report that 2012 was a key year for CAS to implement strategic planning after a successful beginning of CAS Twelfth “Five-Year” Plan and also a decisive year whether CAS could go towards Twelfth “Five-Year” Plan in big strides. Meanwhile, he emphasized that whether CAS strategic planning could be implemented in a comprehensive way, whether “4 strengths and 2 elites” could be fleetly advanced, key point was implementation. The report advocated that CAS employees should firm confidence, pull together in times of trouble with their enterprising spirit, work in a sound basis, push forward the implementation of CAS strategic planning and constantly raise CAS sustainable development capabilities to make new and greater contributions to preserve and increase value of state-owned assets and the building of a powerful civil aviation nation.

Secretary of CAS Party Committee Jia Changbin delivered Party Committee work report named “Performing political core function Realizing transformation of political advantages Making efforts to boost CAS sustainable development capabilities advancement”. Secretary Jia Changbin pointed out in the report that CAS Party Committee closely focused on Party building work train of thought in 2011, scientifically grasped work innovation focus of state-owned enterprises, fully performed political core function of state-owned enterprises Party Committee and seriously implement work to provide strong mental power and political warranty to satisfactorily fulfill annual task. In the year of 2012, work of Party Committee will mainly focus on the following 7 aspects: to ardently do well representatives electoral work of 18^th National Congress of CCP and intensify study and implement of 18^th National Congress of CCP spirits; to steadily intensify and carry out Building advanced grass-roots Party organizations and endeavoring to be excellent Party members Activity to make CAS Party Committee working level enter a new stage; to strengthen construction of leading group and cadre team; to vigorously uphold unified value ideas and further perform supporting function of corporate culture; to comprehensively integrate into core work to improve work performance of general public; and to enhance anti-corruption construction to promote enterprise healthy development.

Deputy Secretary of CAS Party Committee, Secretary of CAS Discipline Inspection Committee Zhao Lin delivered Discipline Inspection Committee work report named “Continuously intensify and push forward anti-corruption construction Enhancing risks prevention and control Providing discipline warranty for smooth implementation of Twelfth ‘Five-Year’ Plan”. Secretary Zhao Lin summarized in his report the conduct of anti-corruption work in 2011 and thoroughly arranged 2012 anti-corruption construction. Besides, Secretary Zhao Lin pointed out 3 requirements to 2012 anti-corruption work: 1^st, to intensify leadership of organization, combining party and administration regards with Discipline Inspection Committee organization and coordination with party and administration regards as first priority; 2^nd, to combine ideological and concrete guidelines in anti-corruption work with concrete guidelines as first priority; 3^rd, to strengthen style construction, raise management effectiveness and practically improve executive force.

By the end, Secretary Jia Changbin made conclusive speech for the conference. Firstly, he regarded President and CEO Li Hai’s work report more practical, work train of thinking clearer, work arrangement more scientific, work focuses more prominent, work measures more powerful and work requirements more strict. The conference reached its goals to unify thinking, see through situation, clarify tasks and make efforts to implement. Secondly, Secretary Jia Changbin emphasized that, to implement spirits of this meeting, 3 points should be thought highly of. They are, 1^st, insisting on being honest and good at listening to the truth; 2^nd, making efforts to implement; and 3^rd, holding short meetings, making short speeches, distributing short articles and being time-keeping. Thirdly, Secretary Jia Changbin put forward concrete requirements concerning the conference spirits.
